Rear foglights

Only the driver's side rear foglight works. Is there a way to make both sides work? Is it a change of light unit or a software issue?

From Googl'ing and Youtube it appears that on left-hand drive countries the fog light is on the left side, in right-hand drive countries it's on the right. Just one light in either case. My B-Class Owner's manual doesn't state this explicitly, but does seem to indicate there is only a single rear fog lamp.
